     Changes to Regulation 552 under the Health Insurance Act

Gender re-assignment surgery is no longer an insured service effective October 1, 1998. Services provided to Ontario residents who have completed the Gender Identity Clinic program at the Centre for Addiction and Mental Health, and who have been recommended for surgery by the Clinic prior to October 1, 1998 are eligible for out-of-country approval.

The Gender Identity Clinic will continue to be funded by the Ministry of Health as part of the integrated budget for the Centre for Addiction and Mental Health.

The changes which de-insure gender re-assignment surgery were recently made to the regulations under the Health Insurance Act.

Specifically, these changes affect Appendix D to the General Preamble, Item 7 of the Schedule of Benefits for Physician Services, Section 24, and Section 28.4 of Regulation 552 under the Health Insurance Act.

The Schedule of Benefits for Physician Services will be updated and distributed in the next amendment release.
