Suffrage: universal without age limit.  Convicted criminals serving sentences (any kind) are banned from voting.  All others (including children and those in mental institutions) may vote; voting is done by computer in private booths, where voters must first answer ten multiple-choice questions about the election, the issues, and the parties.  Their vote is then given a weight proportional to the number of answers they correctly answer.  Voting is done in secret, and except for handicapped voters, must be done without others in the room.
Elections: proportional elections held every 5 years on December 1st.  Elections run for one full month before election day and must be called no less than 3 months in advance.  Parties must recieve 5% of the national vote to recieve representation in the Senate and gains seats based on its proportion of the vote.  The party recieving the largest number of votes gains all remaining seats lost to division or disqualification.  The government takes power January 1st of the following year.

Overview:
    Neoliliana is a heavily industrialized nation dependent on several key industries, especially mining and the resultant steel industry.  It has several major trading partners, especially its direct neighbours and the members of the former FCLR (now FCC).  Some of its primary partners are extremely distant, made possibly by cheap ocean shipping.  The east is extremely dependent on natural resources, especially mining, which is the largest employer by sector in Cambrai (Western Gorami).
